Hai sbagliato il nome del pacchetto - è ora ggplot2 dopo una grande riscrittura di Hadley alcuni anni fa. Presumo il vecchio ggplot il pacchetto è stato rimosso da CRAN.

install.packages("ggplot2", dependencies = TRUE)

Questo è quello che ottengo:
